Report of the first conference of ECO Network of drug demand reduction NGOs


First international conference of ECO Network of drug demand reduction NGOs was held at Shaghayegh Cultural Complex on 15 to 18 January 2011.

In addition to the 35 ECO NGOs, 10 NGOs and international network of various country (France, Italy, Austria and Switzerland) such as MENHARA (most important Asia drug demand reduction network), EUROASIA (Asia-Europe harm reduction network), and EURO-TC (Europe TCs network) attend the conference.

Mostafa Mohammad Najjar, Interior Minister, Ahmad Esfandyari, Head of State Welfare Organization, Abbas Deilamizade, Managing Director of Rebirth Society, Hojjatollah Ayoubi, head of ECO cultural Institute, and Antonio Deleo, representative of United Nations Office on Drug and Crime in Iran, spoke at the opening ceremony of the International conference of ECO network of drug demand reduction NGOs.

At the first of day and after opening meeting, session of participants had been launched by Dr. Mostashari of UNODC office as chief of meeting and Mr. Barmaki of development of sustainable peace NGOs as vice-president. Objectives of the conference and implementation of program had been reviewed. Then each of the NGOs presented themselves for 5 minutes.

At the second day, David Turner director of VNGOC as chairman and Elias Alaraj, director of MENHARA network, spoke at the meeting. At the beginning of the meeting, Turner provided a report of networking based on 2008 BEYOND expectation. Then Alaraj shared his experiences of the importance and advantages of networking with audience. After that Mr. Mobasseri from Rebirth Society who was in charge of conference site, introduced the site and what had been done about it. After presenting the reports, group work started an activity with the title of “opportunities, challenges and offers”. Participants were divided to three language groups (Persian-speaking, English-speaking, and Russian-speaking), the first group investigated the regional challenges for networking. The second group assessed the regional network stability and the third group worked on exchange experiences about networking of NGOs.

In the afternoon of the second day, Ms. Larissa Abrykaja, representative of Europe - Asia Harm Reduction Network [Eurasia], spoke about advantages of networking and experiences of opportunities. After that, Julia Kalch Hoser, representative of Europe TCs Network, spoke about experiences of European drug treatment centers on networking. After the lectures, group activities with the theme "threads and discussion about Network" was launched in the three groups. The first group (Persian language) investigated the issue of "expectations of network", the second group (English speakers) examined the issue of "benefits of network" and the third group (Russian language) evaluated the issue of "network communication mechanisms ".

At the third day of the conference, participants visited Dolat Abad drop in center (DIC) and Verdij rehabilitation center (the first rehabilitation center of stimulants drug (glass) in the country and regional). In the afternoon of the third day, following group sessions, Larissa Brykaja head of one of the Lithuanian NGOs, Abbas Deilami Zade managing director of Rebirth Society, and Oliver Magat the member of MdM introduced the NGOs that were active in them.

At the final day of conference, Alan Keeler from the Harm Reduction Coalition spoke about experiences of networking. Then Syed Rahim Sattar assistant of Afghanistan NGO Coordinating Bureau (ANCB) spoke about benefits of networking for members of ECO NGOs. After that, Maram Azizemdof from Tajikestan and director of Volunteer center stated their subjects.

After the speeches, offers on networking were collected and a summary of discussions at the four-day conference was presented for final statement. Then, members decided about forming a network secretariat and after voting, network secretariat was entrusted to the secretariat of the conference. Abbas Deilami Zade was appointed as secretary of ECO Network of drug demand reduction NGOs. Secretariat was charged to codify statute and design the web site of network and approve them to the members.
